Highway-Route Selection

 There are 3 types of alignment controls: 

1. Primary Control: Alignment must be adjusted to fit a situation 

2. Secondary Control: Alignment should be accepted providing the resulting outcome is an acceptable and safe road 

3. Tertiary Control:  Alignment can be achieved without significant disadvantages arising.
